Those wishing to embark on the minor pilgrimage to Saudi Arabia from Germany quickly encounter two options during preparation: the electronic visa (eVisa) and the traditional Umrah visa. In the past, a pilgrimage was strictly tied to rigid package deals and specialized agencies. Today, the Saudi eVisa allows for independent travel, though it requires a precise understanding of official regulations. This guide explains the key differences, clarifies validity rules, and shows you step by step which path is best suited for your personal Umrah.
The entry regulations of the Kingdom of Saudi Arabia have modernized fundamentally in recent years. While pilgrims previously could only obtain a classic Umrah visa through a fixed quota and specialized agencies, German citizens can now use the electronic visa. This allows the pilgrimage to be planned flexibly, individually, and transparently, without the need to book expensive mandatory packages.
Nevertheless, many Muslims in Germany remain uncertain: Is a standard tourist visa sufficient for religious rituals in Makkah and Madinah? What restrictions exist, and where are the formal obstacles? To avoid unpleasant surprises at the airport or at checkpoints across the Hejaz, you should familiarize yourself with the details of both visa models.
Saudi eVisa vs. Traditional Umrah Visa: Key Differences
The traditional Umrah visa still exists within the Saudi consular system. It is primarily intended for nationals of countries not eligible for the electronic application process, or for travelers who prefer a fully managed package deal through accredited agencies from the outset. This visa is typically tied to a single entry, is usually valid for a maximum of 90 consecutive days, and often requires pre-booking all transfers and accommodations through a registered tour operator.
In contrast, the modern electronic visa (eVisa) is the simpler, standard route for German passport holders. Formally, it is a visa that covers tourism, family visits, and performing Umrah. The advantages are clear:
* Validity of 365 days: You enjoy flexibility for an entire year from the date of issue.
* Multiple Entry: You can travel to Saudi Arabia as often as you wish within the validity year.
* No mandatory packages: You do not have to purchase predefined Umrah service packages through intermediaries.
* Flexible travel arrangements: In addition to the holy cities of Makkah and Madinah, you can easily visit other destinations such as Jeddah, Taif, Riyadh, or AlUla.
Those who meet the basic criteria almost always opt for the eVisa. You can find a comprehensive overview of all requirements in our guide on the Umrah visa from Germany.
Requirements for German Citizens
To ensure your application for an electronic visa proceeds smoothly, certain official requirements must be met. These apply without exception to every applicant, whether adult, youth, or infant:
- Valid passport: Your German passport must be valid for at least 6 months from the date of entry. A German identity card (Personalausweis) or temporary passport is not sufficient.
- Complete passport copy: A clear, full-color copy or scan of your passport data page without reflections, glares, or cropped edges.
- Biometric passport photo: A recent color photograph with a pure white background. The photo must be taken from the front, the face must be evenly illuminated, and shadows in the background are not permitted.
Further details and considerations for accompanying travelers with other citizenships or residence permits are summarized in our guide to Umrah visa requirements. Before booking, we also advise checking current travel and security advisories on the website of the Federal Foreign Office.
Validity, 90-Day Rule, and Multiple Entry
A common misunderstanding concerns the permitted duration of stay with the electronic visa. Although the document is valid for 365 days from issuance and permits multiple entries, this does not mean you may stay in the country for 365 consecutive days.
A strict limit applies to your stay: you may spend a maximum of 90 days in Saudi Arabia in total within the validity year. This 90-day allowance is a cumulative quota across all visits and does not reset with each entry. For instance, if you travel for Umrah for 20 days in the spring and spend another 30 days in the country in autumn, you have used 50 days, leaving a balance of 40 days for additional stays until the document expires.
Upon each exit, the visa is recorded in the border control system and automatically reactivated upon re-entry, provided your total allowance is not exhausted. For a more detailed breakdown, read our article on validity and 90-day rule.

While the electronic visa legalizes entry and stay in Saudi Arabia, the visa document alone does not automatically entitle you to enter the Mataf area around the Kaaba or pray in the Rawdah of the Prophet (peace be upon him) in Madinah.
To regulate the flow of pilgrims and avoid overcrowding, the Saudi Ministry of Hajj and Umrah requires an official Umrah permit for the rituals. This permit is booked via the official government app, Nusuk:
* Free registration: Setting up your profile and reserving time slots via Nusuk is entirely free of charge.
* Linking with the visa: Once your visa is issued, you can log in to the app using your passport number and visa number.
* Fixed time slots: You select a specific date and time for performing your Umrah rituals as well as for visiting the Rawdah Sharifah in Madinah.
* Official information: General details regarding permits can be found on the ministry's informational portal at Haj & Umrah Permit Application.
Be sure to schedule your Nusuk permit booking promptly after receiving your visa, as coveted time slots can fill up quickly, especially during peak seasons like Ramadan.
Restrictions During the Hajj Season
A crucial distinction between the regular travel year and the weeks surrounding the major pilgrimage (Hajj) involves Umrah eligibility. As a rule, Hajj cannot be performed with an electronic tourist visa; a separate, state-regulated allocation system governs Hajj travel.
Furthermore, during the immediate Hajj season (usually starting in the month of Dhu al-Qadah through the conclusion of Hajj days), an official suspension applies to Umrah: While you may still enter Saudi Arabia with a valid eVisa during this period (for business or tourism outside the restricted zones), entering Makkah and carrying out Umrah rituals with this visa is strictly forbidden. Saudi security authorities strictly monitor all access roads to Makkah throughout these weeks.
